Who should apply for Vietnam Visa Code?

As going to Vietnam Embassy is somehow time-wasting for almost people, Visa code is only recommended for those who travel by land or by sea to Vietnam. This is because the Vietnamese land and sea borders do not issue Vietnam Visa on arrival.
What I find so interesitng is you could never find this anywhere else.
